Code dashboard timer and repository stats.

Paused the dashboard runtime counter after two idle minutes with no active tasks, then resumed it when work restarts or the user interacts again.

Added repository-aware dashboard data with loaded GitHub metadata, visibility and owner flags, task stats, PR links, runtime repo registration, and deduped multi-repo totals.
